  • Initially, the Head of Gram Panchayat/Chairman of Village Council or Executive Head/Administrator of Urban Local Body will conduct the primary screening of registered artisans/craftspeople.
  • The Head of Panchayat may delegate screening tasks to Gram Sevak/Panchayat Secretary for verifying beneficiary details.
  • The Head of Gram Panchayat will confirm whether the beneficiary has a traditional self-employment history in the trade.
  • Verification will also include scrutinizing family details to ensure that only one eligible person per family is included.
  • Details collected by VLEs will be certified by the Head of Gram Panchayat or Executive Head of ULB.

Step 2: Vetting and Recommendation by District Implementation Committee

  • The registration details, verified by the Head of Gram Panchayat/Executive Head, will be electronically forwarded to the District Implementation Committee.
  • The District Implementation Committee will review and recommend beneficiary applications.

Step 3: Approval by Screening Committee

  • The final approval will be granted by the Screening Committee, considering the recommendations from the District Implementation Committee.
  • The Screening Committee, led by the DC-MSME field formation officer, will include members such as the State Lead Bank Manager and representatives from MSDE.
  • The Screening Committee will oversee the registration process in each State/UT.
